The TBI names them "Top Ten Most Wanted," but how does the bureau decide whether a fugitive is one of its most wanted? TBI Special Agent in Charge Josh Melton said there are specific criteria TBI considers: it must be a violent crime or major drug related offense committed in the state of Tennessee, and the local law enforcement agency has to ask them for help. "If we didn't have an immediate capture of that fugitive and that puts the citizens of the state of Tennessee in imminent danger, obviously that individual is going on TBI's top ten," said Melton.
