The Grainger County Sheriff's Department made three arrests Halloween night, Oct. 31, during routine compliance checks of registered sex offenders. Calice Hayes, Ronald L. Whitehead Sr. and John Allen Mathers were all found to be noncompliant and in violation of the sex offender registry.
